(1) being a Singapore citizen or Permanent Resident

(2) undergo a means test while receiving care from a MOH funded service provider.

The means test examines several elements, including the care recipient’s gross monthly earnings and the income of their direct family. 

It also considers the total number of individuals residing in their homes and assesses the annual worth of their residence.
